The January 2014 PASRR webinar "Level I PASRR Screens: Best Practices for a Robust System" occurred on Tuesday, January 14th, at 1 PM EST (10 AM PST).

The webinar was led by Dr. Ed Kako, Director of the PASRR Technical Assistance Center (PTAC) and Dan Timmel, PASRR policy director at the Centers for Medicare and Medicaid Services.

Synopsis of the Topic:

Federal regulations relating to the Preadmission Screening and Resident Review (PASRR) program require that all individuals applying for admission to a nursing home be screened for the possibility of mental illness (MI) or intellectual disability (ID). This process has two "levels": Level I, a preliminary screen whose purpose is to identify individuals who *may* have MI/ID; and Level II, an in-depth evaluation whose purpose is to identify individuals who do have MI/ID and to recommend a set of disability-specific services.

While federal regulations specify the requirements for a Level II in some detail, they are nearly silent about the requirements for a Level I. This has led to tremendous variation among states in the design of Level I tools, and in the requirements for personnel who administer the tools. As a result, Level I tools may under-identify the set of individuals who need a Level II evaluation.

The purpose of this webinar is to explain how Level I screens fit into the overall PASRR process; to describe Level I screens as needing to strike a balance between effectiveness (accuracy) and cost; and to identify the characteristics of a model Level I tool and system.

Ed Kako
Dr. Ed Kako is the Director of the PASRR Technical Assistance Center (PTAC) and has several years of experience providing technical assistance around PASRR policy.

Dan Timmel
Dan Timmel is the PASRR policy director at the Centers for Medicare and Medicaid Services (CMS). Dan has twenty years of experience in public health and clinical social work including a period of teaching at the University of Maryland School of Medicine.
