The PASRR Initiative in Washington State

This presentation will provide an overview of the process Washington used to develop and implement a State Plan Amendment for providing specialized services. Examples of the specialized services and their impact on those who receive them will be discussed.

Speakers:

Frank Tetrick

Frank L. Tetrick joined PTAC in 2011, bringing more than 32 years of experience in direct and administrative service within the Commonwealth of Virginia behavioral health and developmental services system.

From 2003 to 2011, Frank served as Assistant Commissioner for the Virginia Department of Behavioral Health and Developmental Services (DBHDS), where he was responsible for leadership of offices that funded and monitored community services supported with state, federal, or grant funds. His community-level experience includes direct clinical services in behavioral health centers, oversight of quality management programs, and serving as Executive Director of a ten-county community services board (CSB).

Frank served as a consultant to the Virginia Office of the State Inspector General from 2011 until July 2016, with an emphasis on monitoring services provided by, or licensed by the state behavioral health and developmental disabilities authority. He currently also works with Truven Health Analytics in support of their work on SAMHSA’s Center for Financing Reform & Innovations (CFRI) projects.

Since joining PTAC Frank has taken an active role in helping advance the understanding and implementation of specialized services and promoting collaboration amongst PASRR stakeholders.

Terry Hehemann

Terry Hehemann currently serves as the PASRR Program Manager for Developmental Disabilities Administration (DDA) in the Washington State Department of Social and Health Services. She is one of several co-authors of the Washington State Plan Amendment and also serves as the Chair of the Washington multi-agency PASRR Work Group. Previously, Terry has worked as the DDS Waiver Requirements manager and DDA Division Assessment Specialist.
