TOPIC: LEVEL I

A PASRR Level I screen must be completed for all applicants to a Medicaid-certified nursing facility, regardless of the individual's payer source, and must be completed before a resident can be admitted into a nursing facility. Each state’s Medicaid agency designates who may perform Level I screens and is ultimately responsible for providing oversight for this process. Screens to Detect Common Behavioral Health Conditions

This presentation will define the prevalence of behavioral health (BH) conditions in our culture, address frequently occurring co-morbid health conditions that often obscure their detection and subsequent treatment, and introduce validated screening tools that are successfully used to detect many BH conditions across settings. Appropriate times and environments to utilize the screenings will be discussed with a particular emphasis on the potential value of integrating BH screenings into PASRR Level I evaluations.

West Virginia's Level I Journey: A Systems Approach

West Virginia will present on their Level I screening tool developed to help eliminate false positives and to more accurately identify those individuals with a serious mental illness and/or an intellectual disability/ developmental delay. For West Virginia, a systems approach meant that all entities involved in the process must be trained extensively and frequently Representatives from West Virginia will discuss WV’s current definition of specialized services as well as anticipated changes. The presenter will also discuss the importance of automation to allow reviews to shorten the timeframes for Level I and Level II reviews.

The enclosed 2014 report (below) updates the 2013 Review of State Preadmission Screening and Resident Review (PASRR) Policies and Procedures. The report was prepared by the PASRR Technical Assistance Center (PTAC), under contract to CMS. The results of this review presents a snapshot of PASRR programs as of August 2014, with a primary focus on the comprehensiveness of Level I tools and an analysis of Minimum Data Set (MDS) data. The survey does not capture any aspects of program implementation or performance.

Federal regulations relating to the Preadmission Screening and Resident Review (PASRR) program require that all individuals applying for admission to a nursing home be screened for the possibility of mental illness (MI) or intellectual disability (ID). This process has two "levels": Level I, a preliminary screen whose purpose is to identify individuals who *may* have MI/ID; and Level II, an in-depth evaluation whose purpose is to identify individuals who do have MI/ID and to recommend a set of disability-specific services.
