The Code of Federal Regulations (CFR) provides no specific guidance related to retention of PASRR records, but it does make clear that retention of PASRR records is a requirement.

According to §1903(a)(2)(C) of the Social Security Act and 42 CFR 433.15(b)(9), activities that can be clearly tied to the administration of PASRR, and in accordance with an approved cost allocation plan, may be claimed at the enhanced 75% match.

The PASRR Technical Assistance Center has recently reviewed the tools states use for their preliminary Level I PASRR screens, and has analyzed PASRR-related items in the Minimum Data Set (MDS). In this webinar, the Director of PTAC, Ed Kako, will review some of those findings and describe the next steps PTAC will take in the research it conducts in partnership with the Centers for Medicare and Medicaid Services (CMS) and with states.

This session aims to facilitate a basic understanding of PASRR and highlight current PASRR trends in states. The presentation will illuminate avenues where PASRR is effecting positive change at the individual and macro level. Common barriers for states will be addressed and effective strategies will be recommended. Strategies for implementing and maintaining quality in PASRR assessments will be shared, with an emphasis on person-centered care. The presentation will examine PASRR best practices from Ohio.

For a state to have its Medicaid plan approved by the Centers for Medicare and Medicaid Services (CMS), it must maintain a Preadmission Screening and Resident Review (PASRR) program that complies with the relevant federal laws and regulations. Everyone who applies for admission to a nursing facility (NF) must be “screened” for evidence of serious mental illness (MI) and/or intellectual disabilities (ID), developmental disabilities (DD), or related conditions.

Quality monitoring has become an important component of many Medicaid programs. The regulations that govern Preadmission Screening and Resident Review (PASRR) do not require quality monitoring. Nonetheless, robust quality monitoring programs would help states to run PASRR programs that are more effective and more person-centered. In this webinar, we will review a set of useful quality measures and introduce an Excel-based tool that states can use to track these measures. The measures we will review are likely to be become mandatory for PASRR in the future. By attending the webinar, state staff and PASRR vendors can get an early start on gathering, reporting, and acting on these data.
