The July 2013 PASRR webinar took place on Tuesday, July 9 at 1PM Eastern (10AM Pacific) and featured Dr. Ed Kako, Director of the PASRR Technical Assistance Center (PTAC) and Dan Timmel, PASRR policy director at the Centers for Medicare and Medicaid Services. Margaret Cano from Centers for Medicaid and Medicare Services (CMS) and Michael Stack from the Department of Health and Human Services (HHS) joined Kako and Timmel in providing further insight on finances within the PASRR process.

Synopsis of the Topic

PASRR-related activities are reimbursable with a Federal Medical Assistance Percentages (FMAP) of 75%. PASRR is considered a special type of administrative activity, and not a service. As such, a wide range of PASRR-related activities can receive enhanced FMAP. These include modifications to the state's Medication Management Information System (MMIS) or other data systems that are explicitly related to the administration, payment, and monitoring of PASRR functions. Other allowable PASRR administrative costs include a portion of the FTE spent on monitoring PASRR or resolving PASRR-related issues with other state staff, and a proportion of general business costs. There is no administrative cost related to PASRR that should be claimed at the general admin 50% FMAP.
