Tools to Detect Common Mental Health and Substance Use Disorders: A Compendium and Review

Richard Sanderson, a CMS PTAC consultant, reviews a variety of tools to detect common mental health and substance use disorders, most of which are in the public domain. Sanderson categorizes the tools according to how long they take to administer, along with their strengths and weaknesses. An excellent resource for program staff and assessors looking for new tools to augment their Level I screening tools or Level II evaluation tools.

2014 National Report: Level I Tools and MDS

The enclosed 2014 report (below) updates the 2013 Review of State Preadmission Screening and Resident Review (PASRR) Policies and Procedures. The report was prepared by the PASRR Technical Assistance Center CMS PTAC, under contract to CMS. The results of this review presents a snapshot of PASRR programs as of August 2014, with a primary focus on the comprehensiveness of Level I tools and an analysis of Minimum Data Set (MDS) data. The survey does not capture any aspects of program implementation or performance.

2013 National Report: Level II Evaluation Tools and MDS

The enclosed report updates the 2012 Review of State Preadmission Screening and Resident Review (PASRR) Policies and Procedures, which was a first-of-its kind national survey of PASRR programs. The report was prepared by the PASRR Technical Assistance Center CMS PTAC, a partnership between Truven Health Analytics and Mission Analytics Group, under contract to CMS. The results of this review presents a snapshot of PASRR programs as of August 2014, with a primary focus on the comprehensiveness of Level I tools and an analysis of Minimum Data Set (MDS) data. The survey does not capture any aspects of program implementation or performance.

2012 National Report: Review of State Systems

This report (below) presents the first systematic, empirical effort to document the design of PASRR systems in all States and the District of Columbia. Staff from the PASRR Technical Assistance Center CMS PTAC reviewed States policies and procedures kept on file by PASRR Coordinator in CMS Regional Offices. Documentation was collected in late 2009; the results of this review therefore represent a snapshot of PASRR systems design at that time. This review does not capture any information on the implementation of these programs.
