PASRR: The Door to Mental Health Continuity of Care and Engagement in Care

This webinar will help attendees understand PASRR’s role in providing mental health care services and the role of participants’ engagement in their care. Attendees will learn about 1) the PASRR Technical Assistance Center’s prior work and materials regarding mental health issues, 2) the federal requirements, 3) PASRR’s role for individuals with mental health conditions, including the development of person-centered plans, 4) PASRR’s connection to current state initiatives, and 4) specialized services add-ons for mental health.

Common Questions for PASRR Program Operations

August 13, 2019

This webinar will highlight the most common questions state authorities have raised when requesting technical assistance regarding PASRR program operations. The webinar will be based on the historical record of PTAC technical assistance in the past three years and will include a focus on (1) a wide range of questions related to all phases of the PASRR process, (2) the corresponding technical assistance guidance that is linked to federal regulations, (3) linkages to additional resource information specific to each common question.

A Passion for PASRR: Perspectives from State PASRR Champions

This webinar will initially highlight the regulatory language that defines the distinct responsibilities of the State Mental Health and Intellectual Disability Authorities. The webinar will then shift to a facilitated panel discussion with three State MH Authorities and three State ID Authorities that have demonstrated a passion for the role PASRR plays in supporting individuals with serious mental illness or an intellectual disability. The states will be selected based on a historical interface with PTAC that demonstrates a commitment to PASRR.

Key Differences Between PASRR Level I Preliminary Screens and PASRR Level II Evaluations

May 14, 2019

All individuals who apply to reside in a Medicaid-certified nursing facility, regardless of payer, are required to receive a Level I PASRR screen to identify mental illness or intellectual disabilities. If an individual is suspected to have mental illness or an intellectual disability, a Level II evaluation is conducted to confirm this. A Level II must not merely rubber stamp the outcome of the Level I. Rather it must “look behind” the diagnosis of record to identify the “true” diagnosis. This presentation will further discuss the relationship between Level I and Level II evaluations and highlight common misconceptions as well as promising practices.

Specialized Services Lessons Learned

March 12, 2019

This webinar will initially highlight the important role of Specialized Services in the PASRR process, with references to Subpart B and C regulatory requirements for Long Term Care Facilities and PASRR, and review of related guidance in FAQs on the subject. The webinar will then shift to facilitated panel discussion with up to five states that are providing Specialized Services. The states will be selected from those who have actively participated in the Specialized Services Workgroup calls.

PASRR Determination: Written Notices and Evaluation Reports

February 12, 2019

PASRR regulations include requirements for written notices of determination and evaluation reports to be produced as a part of the assessment process. The notices of determination and evaluation reports must include specific information about the outcomes of the evaluation, the person’s disability, and the necessary services and supports needed. Additionally, these written documents must be disseminated to specific entities. This webinar will review the regulations regarding PASRR notifications and help PASRR stakeholders understand requirements for achieving compliance with the written determination and notice process. Additionally, the webinar will explore strategies for creating effective, person-centered notices that have the potential to lead to positive outcomes for the individuals assessed.

The 2018 PTAC National Report: A Review

This webinar will review findings of 2018 National Report and consider what they reveal about how states finance and operate PASRR programs.

The Relationship Between PASRR and Other Nursing Home Requirements

October 9, 2018

This webinar will highlight the ongoing relationship of State Authorities and Nursing Facilities (NF) throughout the PASRR process. The webinar will address 1) the relationship between PASRR and Nursing Facility level of care; 2) the relationship between the PASRR regulations and the recently updated regulations that govern the conditions of participation for long-term care facilities; and 3) the relationship between PASRR and MDS 3.0. Various FAQs from the PTAC website will be used as reference material.
